Can Rapide DUAL 45W charge two devices at the same time?

Yes. Use the built-in Type-C cable and the Type-C port together. They share the power as 25W and 20W, up to 45W in total.

How does the retractable cable work?

The Type-C cable sits inside the charger. Pull it out when you need it, and let it go back in when you finish. It stays neat in your bag.

Do I still get full power with just one device?

Yes. One device can draw up to 45W through the cable or the port, as long as it supports that.

Can it charge a laptop?

Yes. 45W works for many laptops and tablets that charge over USB-C with PD. Check the wattage your laptop asks for first.
